Proposed Rule Amendments: §§ 3.15 and 3.58

The proposed amendments to rules §§ 3.15 and 3.58, related to Senate Bill 1150 (89th Legislative Session, 2025), have been posted for public comment. New Pipeline Construction Reports

New pipeline construction reports are required by 16 TAC §8.115 "New Construction Commencement Report". Generally, the required Form PS-48 pertains to transmission lines, gathering lines inside a (non-rural or) Class 2, 3 or 4 location and certain distribution systems. The notification is due 30 or 60 days before construction starts depending on the project, specific reporting requirements can be found in 16 TAC §8.115. 

Effective September 1, 2023, new construction reports must be submitted using the Pipeline, Inspection, Permitting and Evaluation System (RRC PIPES) application.
