Holiday Office Closure

In observance of the Christmas holidays, Railroad Commission of Texas offices will be closed December 23-27. The offices will re-open at 8 a.m. on Monday, December 30 for regular business. Expedited Drilling Permits will be processed within standard processing times. If assistance is needed, please email Drillingpermits-info@rrc.texas.gov.

New Pipeline Construction Reports

New pipeline construction reports are required by 16 TAC §8.115 "New Construction Commencement Report". Generally, the required Form PS-48 pertains to transmission lines, gathering lines inside a (non-rural or) Class 2, 3 or 4 location and certain distribution systems. The notification is due 30 or 60 days before construction starts depending on the project, specific reporting requirements can be found in 16 TAC §8.115

Effective September 1, 2023, new construction reports must be submitted using the Pipeline, Inspection, Permitting and Evaluation System (RRC PIPES) application.
