Reservoir Gas Storage

Statewide Rule 96 regulates storage of natural gas in depleted or productive reservoirs and addresses:

  • the procedures for filing of applications;
  • notice and opportunity for hearing;
  • transfer of permits; and
  • technical and safety requirements pertinent to storage facilities.

Procedures and Guidance

Because injection wells used for reservoir gas storage are often constructed and operated similar to other injection-disposal wells, many of the Injection-Disposal Permit Procedures will be applicable. However, you should check Statewide Rule 96 for differences, especially for differences in Notice, Area of Review (AOR), safety and reservoir designation for gas storage.

Federal Regulation

Underground natural gas storage facilities are also regulated by the US Pipeline and Hazardous Materials Safety Administration (PHMSA). You can learn more about PHMSA's regulation at their Underground Natural Gas Storage webpage.
