NOTICE: Statewide Rule 78 as amended, effective May 1, 2012, surcharges of 150 percent have been imposed on certain fees. The required application fee for Form H-4 is a total of $500 per wellbore.
These wells are used for the underground storage of crude oil and liquid hydrocarbons in naturally occurring rock formations. The same wells are often designed for both injection an removal of the stored hydrocarbons.
Statewide Rules 95, 96 and 97 govern these wells. Statewide Rule 95 covers underground hydrocarbon storage facilities for the storage of liquid or liquefied hydrocarbons in underground salt formations. Rule 96 covers underground hydrocarbon storage facilities for the storage of natural gas in depleted or productive reservoirs. Statewide Rule 97 covers underground hydrocarbon storage facilities for the storage of natural gas in underground salt formations. These rules address:
the procedures for filing of applications;
notice and opportunity for hearing;
transfer of permits; and
technical and safety requirements pertinent to storage facilities.
They also prescribe requirements for records maintenance, monitoring and reporting, testing, and plugging of underground hydrocarbon storage wells.
