RRC Launches H-9 Certificate of Compliance Statewide Rule 36 Query

The Railroad Commission of Texas (RRC) has launched a new Online Research Query that allows users to access Form H-9, Certificate of Compliance, Statewide Rule 36 (Hydrogen Sulfide), filed electronically with the agency from July 15, 2019 to present day. As part of the Texas Oilfield Relief Initiative, the RRC is encouraging oil and gas operators to file the Form H-9 online using the RRC Online System at https://webapps.rrc.texas.gov/security/login.do.

The Form H-9 is required to certify that an operator has complied or will comply with 16 Texas Administrative Code §3.36 (Statewide Rule 36) and provides the RRC with the hydrogen sulfide concentration, maximum escape volume, and accompanying information to regulate hydrogen sulfide if present and ensure the safety of people working and living nearby. It is also used to provide the locations of contingency plans and the data used to prepare the certificates of compliance.

Users have query options when conducting research using the H-9 Certificate of Compliance Statewide Rule 36 Query.  The users may search by:

  • Filing Number;
  • Certification Number;
  • Operator Name / Operator Number;
  • Lease Name / Lease Number / Drilling Permit Number;
  • Submitted Date;
  • Approved Date;
  • Status (Submitted, Approved, Conditional Approved, Archived);
  • County;
  • District; and
  • Operation Type.

The H-9 Certificate of Compliance Statewide Rule 36 Query is available via the Online Research Queries on the RRC website under “Oil & Gas”.
